Well, it uses Bing Maps so it uses bandwidth to play for starters. I gave two stars b/c at least it doesn't just put a flag on top of something already marked with the answer like the cities version, but it also has no outline of the departement in question. Also provides no info on the departement other than Departement # (eg. capital city, pop, etc.) Not very useful really. Would be great if it used a different map and had some simple info on the departement.
